New Delhi: It looks like Delhi might get its second airport soon. According to Centre for Aviation (CAPA) which is one of the world's most trusted sources of market intelligence for aviation and travel industry, the foundation stone for Delhi's second airport will shortly be laid to mark the start of construction work.   The CAPA analysis stated that PM Modi is expected to inaugurate the Jewar Noida International Airport (JNIA), also known as the New Greater Delhi Airport redevelopment project between February 23 and 25, by laying a foundation stone for the project. The cost of this project is estimated to be up to USD 3.1 billion. This will be the largest airport in India by surface area.  The plans for the airport were approved by India's Aviation Ministry on June 25, 2015 and given in-principle government approval in June 2017.   This project will be implemented as a public-private partnership. That being so, the GMR Group holds first right of refusal for any new airport in Delhi. In February last year, GMR Infrastructure’s director K Narayan Rao confirmed GMR plans to participate in the project. Rao said that a coordination committee should be established with representatives of the Union Government, Uttar Pradesh State Government and private sector to oversee the project and avoid delays. He also called for the development of metro rail connectivity to the planned airport.  This airport will take off some of the air passenger traffic burden away from the Indira Gandhi International Airport.  India is expected to become the third largest aviation market in the world. It is estimated that this new airport, which will be built to handle 50 million passengers per year, will become ‘saturated’ by 2040.

Delhi-Jewar Airport Metro Line: Travelling to the new Jewar International Airport that is coming up in Greater Noida will become easier for passengers! The Delhi Metro Rail Corporation (DMRC) will soon present the feasibility report of the Delhi-Jewar Airport Metro Line to the Yamuna authorities, according to a Dainik Jagran report. The authorities will then put forward the report in the upcoming board meeting. The airport metro line will take the passengers from Greater Noida to Jewar International Airport’s terminal. The airport metro line will be planned keeping in mind the need for punctuality to enable the passengers to reach the airport terminal in time for flights.

Two types of metro will be operated over the airport route. This airport metro line will have very few stoppages from the distance between Delhi and Jewar and hence, will take the passengers to the airport in a very short time. The other metro service on this route will be similar to other metro trains and will stop at all stations on the route. This particular metro train will be operated for the people residing in and around the Yamuna authority area. They will have separate lines on the stations.

The new airport metro line has been proposed for seamless connectivity between the Jewar International Airport to Delhi-NCR (National Capital Region). In the month of September last year, the Yamuna authorities had delegated the DMRC to present the metro feasibility report. The authorities want to get the report prepared as soon as possible and get all the formalities completed as well. They are eager for the timely completion so that the construction of the airport metro line starts simultaneously with the Jewar International Airport, the report said. In this way, both, the air services from the airport as well as the metro services for reaching the airport will be made available for passengers. DMRC has promised to present the feasibility report to the authorities in the next 10-15 days. The feasibility report will be presented for acceptance in the upcoming board meeting of the authorities in February, the report added.

The final safety inspection report for the Aqua line has been given, which has granted an approval to NMRC to launch the commercial operations. NMRC has written to the UP government to finalise the date of inauguration of the line.

Noida Metro Aqua Line: The new transport lifeline for people of Noida to start soon! The Noida Metro, which will be connecting the twin cities of Noida and Greater Noida, has received a the safety green signal. According to a PTI report, the final mandatory safety inspection report for the line has been given, which in turn has granted an approval to the Noida Metro Rail Corporation (NMRC) to launch the commercial operations of the Aqua Line. The metro network consists of one line, namely the 29.7 km long Aqua Line. The NMRC is a state-owned corporation which is responsible for the building and construction of the line. After receiving the approval, the NMRC has now written to the Uttar Pradesh government to finalise the date of the inauguration of the Aqua Line that would run between Sector 71 station in Noida and the Depot Station in Greater Noida, through 21 stations.

PD Upadhyay, NMRC’s Executive Director was quoted in the report saying that they have received the Commissioner of Metro Rail Safety (CMRS) report and now they have the sanction for the commercial operations of the metro line. The safety report also applauded the civil and track work of the metro rail system. Reportedly, the NMRC’s Managing Director (MD) has written to the state government for finalizing the date of inauguration. The fares of Noida Metro Aqua Line would be decided in the NMRC Board meeting which is scheduled to be held on December 28. He added that Sanjay K Murthy, who is the additional secretary to the Ministry of Housing and Urban Affairs (MoHUA), will chair the meeting.

Nodia Metro Aqua Line will run from the depot metro station in Greater Noida’s Depot Station to Noida’s Sector 71 and back. En route, the metro line will cover 21 metro stations out of which 15 metro stations will fall in Noida (from Sector 149 to Sector 71). The rest of the 6 metro stations will be under Greater Noida, including, Delta 1, Alpha 1, Alpha 2, Pari Chowk and Knowledge Park 2 stations.

A few days earlier, the Uttar Pradesh government had approved the Aqua Line’s extension, which is the 15-km Metro link between Noida’s Sector 71 with Greater Noida West’s Sector Knowledge Park-V. This extension is the the second phase of the line from Noida Sector 71 to Knowledge Park 5 in Greater Noida.

जेवर एयरपोर्ट की जमीन के लिए सरकार देगी 2300 रुपये प्रति वर्ग मुआवजा

प्रदेश सरकार नोएडा के जेवर इंटरनेशनल ग्रीनफील्ड एयरपोर्ट की जमीन के लिए किसानों को 2300 रुपये प्रति वर्ग मीटर के हिसाब से मुआवजा देगी। कैबिनेट ने इससे संबंधित प्रस्ताव पर सोमवार को अपनी मुहर लगा दी है।

सरकार के प्रवक्ता ने बताया कि एयरपोर्ट का विकास पीपीपी मोड पर किया जाएगा। अर्जित भूमि को 90 साल के लिए लीज पर देगी और इसके लिए नोएडा इंटरनेशनल एयरपोर्ट लिमिटेड को अधिकृत किया गया है। नोएडा इंटरनेशनल एयरपोर्ट लि. विकासकर्ता के चयन के साथ ही भूमि को 90 साल के लिए लीज अथवा किसी अन्य प्रकार से दे सकेगा।

कैबिनेट ने एयरपोर्ट के लिए 2300 रुपये प्रति वर्गमीटर की दर से 1239.1416 हेक्टेयर भूमि को अधीग्रहीत किया जाएगा। इस पर करीब 2852 करोड़ रुपये खर्च होंगे। जमीन अधिग्रहण की कुल लागत करीब 4500 करोड़ रुपये होगी। इसमें से राज्य सरकार ने अपने हिस्से के 1500 करोड़ रुपये की प्रशासकीय और वित्तीय मंजूरी दे दी है। गौरतलब है कि किसान जमीन के एवज में तीन हजार रुपये प्रति वर्ग मीटर मुआवजा मांग रहे थे। किसानों की मुख्यमंत्री योगी आदित्यनाथ से वार्ता भी हुई थी, जिसके बाद बीच का रास्ता निकाला गया है।

जमीन अधिग्रहण पर होने वाले खर्च की 2.50 फीसदी धनराशि को नागरिक उड्डयन विभाग द्वारा राजस्व विभाग को देने से छूट भी दे दी गई है। इस एयरपोर्ट के तहत पड़ने वाले तमाम सरकारी विभागों की भूमि और परिसंपत्तियां जिसका मूल्यांकन डीएम कर रहे हैं। ऐसी जमीन व परिसंपत्तियों को संबंधित विभागों द्वारा नि:शुल्क नागरिक उड्डयन विभाग को देने के फैसले पर भी मुहर लगाई गई है। खास बात यह है कि किसानों के पुनर्वास के लिए जरूरी रकम का आकलन डीएम गौतमबुद्धनगर से मिलने पर प्रशासकीय और वित्तीय मंजूरी के लिए मुख्यमंत्री को अधिकृत किया गया है।

जेवर एयरपोर्ट के विकास के लिए तैयार कराए गए ‘रिक्वेस्ट फॉर प्रपोजल बिड’ के लिए केंद्र सरकार से मंजूरी मिलने के बाद पीएमआईसी द्वारा अगली कार्रवाई नोएडा इंटनरेशनल एयरपोर्ट लि. के सहयोग से करने की सहमति दे दी गई है। इस परियोजना के लिए समय-समय पर जरूरी फैसले लेने के लिए कैबिनेट ने मुख्यमंत्री को अधिकृत कर दिया है

जेवर एयरपोर्ट के विकास का काम अब गति पकड़ेगा। 1239 हेक्टेयर भूमि अधिग्रहण के लिए जरूरी 4500 करोड़ में से राज्य सरकार ने अपने हिस्से 1500 करोड़ रुपये की वित्तीय स्वीकृति दे दी है। जल्द ही इस एयरपोर्ट के लिए भूमि अधिग्रहण शुरू हो जाएगा।- नंद गोपाल गुप्ता ‘नंदी’, मंत्री नागरिक उड्डयन विभाग
