Affordable houses to come up along Yamuna expressway
With multiple industrial clusters being planned along the highway, a need to have proper accommodation for workers deployed in such units has been felt for long.
The Yamuna Expressway Authority has earmarked Sector 18 for affordable housing. A plot measuring 12.35 acres has been selected for the project. Sharing details, YEIDA CEO Arunvir Singh said that private firms have been asked to come forward and share ideas and design concepts for the affordable units. “We will go through the models being followed in other industrial townships. Since many workers migrate to big cities in search of green pastures, rental housing is also gaining traction. We want to create a sustainable township,” he said.

Within the next two to three years, YEIDA is expecting industrial activity to take off in the region. Consequently housing units for people engaged in such units will be needed.

The Authority will provide details of the scheme being planned in the area, along with the possession timeline to the firm. Apparel Park, Toy Cluster and allocation in Sector 32 are some schemes that are expected to generate employment in the area.

After Jewar airport, there will be another feather on Yamuna Expressway Industrial Development Authority’s cap. Chief Minister Yogi Adityanath has announced that a 1,000-acre plot located just about 6 km from the proposed Jewar International Airport, has been identified for a film city project.

While this is expected to revive the fortunes of Noida, Greater Noida and Yamuna Expressway real estate market that has taken a beating especially after the COVID-19 pandemic, the real benefits in terms of price appreciation and increased infrastructure activity will only be witnessed once construction gets underway, say real estate experts.

Besides the commercial segment which is expected to see a spurt in demand, the residential category which may benefit from this project would be the luxury segment, say experts.

“Similar to any mega infrastructure project, proposed film city too will help in reviving the property market in nearby areas like Noida, Greater Noida and Yamuna Expressway. However, the ‘real’ benefits – in terms of price appreciation and heightened real estate activity in residential, commercial and retail will be seen only once the project sees visible signs of construction activity or nears completion,” Santosh Kumar, vice chairman, Anarock Property Consultants told Moneycontrol.

For instance, property prices in Ayodhya shot up 25-30 percent back in 2019 when the SC verdict was announced and then almost doubled when the temple ‘poojan’ was done back in August.

In this case there was some activity or progress that happened. “Likewise, even while the film city project has been announced and the area for it has also been identified, we need to see some ground activity for property prices to scale up significantly. Those having land parcels nearby or even the investors will be in a wait and watch mode,” he explained.

The site is located in Sector 21 along the Yamuna Expressway in Gautam Budh Nagar which is barely an hour’s drive from Delhi. According to the presentation, of the 1000 acres, 220 acres would be kept aside for commercial activity.

“The site is also located close to the proposed logistic hub in Noida, the proposed dry port and freight corridor, thus providing all facilities of transport and movement,” chief minister Yogi Adityanath had said on September 22.

The region would also boast of an international electronics city and a global financial hub in the coming years.

The Jewar international airport is expected to be functional by 2023. While there is no official date with regard to the completion of the film city project, sources said that it could be ready by 2023.

The land identified for the project was among three proposals submitted by the Noida, Greater Noida and Yamuna Expressway Industrial Development Authorities.

Will the announcement help mitigate the impact of COVID-19?

Even before this announcement, real estate activity was already beginning to pick momentum in the NCR region. Housing enquiries in Gurgaon have reached almost the same as the pre-COVID-19 levels while in Noida and Greater Noida enquiries are back at more than 80 percent. “It will be the progress of the project that will determine its impact on the property market and the trends therein,” Kumar said.

The proposed Film City is likely to boost investment sentiments across Uttar Pradesh, particularly in areas adjoining Noida, Greater Noida and Yamuna Expressway.

“This bodes well for the real estate sector and it is likely to have a positive impact on demand for both residential as well as commercial properties. Along with upcoming Jewar Airport, the proposed Film City is expected to provide a new lease of life to existing projects and will boost new project offerings immensely,” said Dhruv Agarwala, Group CEO, Housing.com

The proposed Film City is located close to Gaurs Group’s integrated township, Gaur Yamuna City on Yamuna Expressway. “Such developments will bring positive momentum in developments and investments. This announcement would be a boon for the region both in terms of residential and commercial development. Post Jewar Airport, this is the biggest announcement for the region and we hope that the work starts soon,” said Manoj Gaur, MD, Gaurs Group.

Some experts say that the initiative is bound to improve economic activity in the region and have a major “economic multiplier effect on the local economy,” said Amit Modi, Director ABA Corp & President (elect), CREDAI Western UP.

“It will not only attract the best talent involved in the filmmaking process, but also millions of support staff and workers, who will be looking for accommodation in the region. We feel it will have a huge impact in both owned, rental, office and commercial real estate in the regions where national production houses will also be opening their satellite offices to support the filmmaking process. It is indeed a welcome step and will open gates of opportunities for the regional real estate market,” said Modi.

There may also be a possibility that once the Noida Film City is running in full force, a lot of celebrities would want to invest in and around the region for the want of easy access and reach, he said.

According to Deepak Kapoor, director, Gulshan Homz, Noida will emerge as the most robust luxury real estate destination after the film city comes about.

The demand for customized penthouses, villas, and farmhouses in the region is likely to go up in the region. The wellness home concept will also witness demand, he said.

The recently proposed plan by UP Govt. development of Film City in Sector-21 of Yamuna Expressway is going to be a monumental step in making the region of Noida the biggest entertainment and business hub of North India. It will go a long way in creating job opportunities and also transform the face and scale of real estate developments planned in the area, said Ashish Bhutani, CEO – Bhutani Infra.

Will the announcement enable Noida to finally overtake Gurgaon?

Both property markets are actually independent and it is not as if Noida will overtake Gurgaon, or vice versa, say real estate experts.

Having said this, Noida and Greater Noida still have scope for growth as property prices here are far more affordable in comparison to its counterpart in Haryana. As per ANAROCK research, the average property prices in Noida are around Rs 4,795 per sq. ft. while in Greater Noida it is Rs 3,350 per sq. ft. As for Gurgaon, the average prices hover at Rs 6,100 per sq. ft, says Kumar from Anarock.

According to an earlier report released by Knight Frank, the impact of the pandemic has been so drastic that Gurugram was pushed to second place for the first time in seven years in office leasing activity in the first half of this year. According to the report, more office space was leased in Noida in January-June as supply was available at much lower rentals in the satellite city.

According to the report, 0.92 million sq ft office space was leased in Gurugram in the first six months of 2020 compared with 1.08 million sq ft in Noida. Noida outperformed Gurugram in terms of overall transactions and became the highest contributor to gross leasing in the National Capital Region market, posting a year-on-year increase of 86 percent. This came on the heels of a 45 percent decline in gross leasing by area in the NCR in the first six months of 2020.

“Demand for office spaces has been growing in Noida mainly due to relatively high rentals in Gurugram’s established office space locations such as DLF Cyber City, Golf Course Road, MG Road and Udyog Vihar,” the Knight Frank report had said.

Better infrastructure, including roads, improved metro rail connectivity and competitive rentals helped Noida pip Gurugram, it said.

Plans to run Ultra PRT from Jewar to Delhi, metro to be built at half the cost

Work has started on another option to connect Noida International Airport Jewar to Delhi. Yamuna Development Authority will run Ultra PRT (Personal Rapid Transit). It is planned to run from New Ashok Nagar to Jewar. Yamuna Authority will get its feasibility report from Delhi Metro Rail Corporation (DMRC). Due to this, negotiations are going on. Yamuna Authority is working for the connectivity of Jewar Airport. Now preparations are on to link it to Ultra PRT. Actually, one station on the Delhi-Meerut track of the Rapid Train will be New Ashok Nagar in Delhi. Ultra PRT will be run from Jewar to New Ashok Nagar.

Passengers will be able to take rapid trains from New Ashok Nagar. This distance will be about 65 kilometers. Yamuna Authority CEO Dr. Arunveer Singh said that the metro will cost half the cost in its construction. According to an estimate, its construction will cost about 3.5 thousand crores. The track of Ultra PRT will be made elevated. It is possible that this track will pass through Noida, Greater Noida Expressway and along the Yamuna Expressway. The Ultra PRT operates at a speed of 100 kilometers per hour. Its one compartment can seat 20 people. Compared to the normal vehicle, its journey will be completed in 60 percent less time.

Construction of Ultra PRT will be half the cost of Metro construction. It will cost Rs 18,000 crore to get the rapid rail from Ultra PRT Delhi to Jewar, while the construction of the metro will cost Rs 7 thousand crore. Ultra PRT is being used in London Heathrow Airport connectivity.

Work is going on

The metro will run from Jewar to Greater Noida. Greater Noida Metro will be connected to IGI Metro Track. DPR of Jewar-Greater Noida Metro has been made.
Elevated road from Jewar to Delhi is proposed. It has feasibility, but has not been decided.
There is now preparation to run a bullet train from New Delhi to Varanasi. This corridor will pass through Noida, Agra and Kanpur. This corridor will originate near Yamuna Expressway. Make a station near Jewar and connect to the airport. Work is also being done on this possibility.
There is also a plan to connect the jewelry with the Delhi-Palwal route. The road from Jewar to Palwal will be widened.

Jewar Airport Area will be the crown of Noida and the biggest industrial corridor in India

Upon completion, the Jewar Airport will emerge as one of the three biggest airports in the world, including O’Hare International Airport in Chicago, Daxing International Airport in Beijing, China, and Dallas/Fort Worth International Airport in Texas, US.

What makes Jewar Airport a game-changer is the fact that its location and connectivity has been meticulously planned. It is going to be merely 700 metres away from the Yamuna Expressway connecting Delhi and Agra. Also, it will be just 30 kilometres away from the National Highway 22-A connecting Palwal and Aligarh.

Moreover, the southern side of the airport is planned to be connected to the proposed Palwal-Khurja airport. What also boosts connectivity for other towns dependent upon Delhi-NCR for air connectivity is the fact that it is expected to be connected to the Eastern Peripheral Expressway. This will ensure ease of access for cities like Palwal, Manesar, Ghaziabad, Bhagpat and Meerut.

Uttar Pradesh is seeking a large pie of the companies leaving China amid the ongoing disruption in supply chain and the state has the existing capacity to replace China as the ‘factory of the world’ with a population of 22 crores and a young demography. नोएडा इंटरनेशनल एयरपोर्ट जेवर को लेकर न केवल उद्यमियों का रुझान बढ़ा है बल्कि यहां पर जरूरी सुविधाओं में भी इजाफा हुआ है। हवाई अड्डे के पास प्रदेश सरकार सुपर स्पेशलिटी अस्पताल और ट्रॉमा सेंटर बनाएगी। जेवर विधायक धीरेंद्र सिंह ने इसको लेकर मुख्यमंत्री योगी आदित्यनाथ और स्वास्थ्य मंत्री को इसका प्रस्ताव दिया है। इस पर सहमति मिल गई है।

विधायक धीरेंद्र सिंह ने रविवार को इसको लेकर मुख्यमंत्री योगी आदित्यनाथ से मुलाकात की और प्रस्ताव सौंपा। उन्होंने इस मसले पर शनिवार को स्वास्थ्य मंत्री जयप्रताप सिंह से मुलाकात की थी। धीरेंद्र सिंह ने बताया कि जेवर में अंतरराष्ट्रीय हवाई अड्डे का निर्माण जल्दी शुरू हो जाएगा। इसके आसपास से तीन हाइवे निकल रहे हैं। इसमें यमुना एक्सप्रेस वे, ईस्टर्न पेरिफेरल एक्सप्रेस वे और नोएडा-ग्रेटर नोएडा एक्सप्रेस वे शामिल हैं। यहां होने वाली दुर्घटना के बाद लोगों को ट्रॉमा सेंटर तक पहुंचाना मुश्किल हो जाता है। उन्होंने बताया कि कारोबारी और उद्यमी यहां से आवागमन करेंगे। इन लोगों को अच्छी स्वास्थ्य सेवाओं की आवश्यकता होगी इसलिए एयरपोर्ट शुरू होने से पहले यहां अच्छे अस्पताल की जरूरत होगी।

विधायक ने बताया कि सुपर स्पेशियलिटी अस्पताल और ट्रॉमा सेंटर के प्रस्ताव को मुख्यमंत्री योगी आदित्यनाथ व स्वास्थ्य मंत्री जय प्रताप सिंह ने स्वीकार कर लिया है। जल्दी ही इस पर काम शुरू हो जाएगा। अगर यह अस्पताल बन जाता है तो तीन जिलों गौतमबुद्ध नगर, अलीगढ़ और बुलंदशहर के लोगों को फायदा मिलेगा। विधायक ने बताया कि अस्पताल के लिए यमुना प्राधिकरण से जमीन दिलवाने का प्रयास किया जाएगा।

Why Noida handles rain better than Gurugram

On Wednesday, when 70mm of rain poured down on Noida and 118mm on Gurugram, this difference manifested itself in water-logged roads, flooded homes and serpentine traffic jams that were seen in one city, but not the other.

On Wednesday morning, as people in Gurugram stared at parts of their city turning into a lake, people in Noida reported little inconvenience. The situation was not entirely trouble-free there — water accumulated at the foot of flyovers and access/exit ramps to the DND — but it was nowhere near like the situation in Gurugram, where commuters swam to safety as their cars sank and rescue teams patrolled on rafts looking for anyone marooned.

The contrast is explained by how the two cities were planned. The Uttar Pradesh government set up the New Okhla Industrial Development Authority (Noida) in 1976 to develop a planned township on the state’s border with the national Capital. The objective was to blueprint an integrated, modern industrial city with all provisions required for an urban space.

On the other hand, Gurugram did not have a metropolitan development authority till 2017 and a municipal corporation till 2007. It had, although, begun finishing its first housing projects in the 1980s.

“Noida is a planned city while Gurugram was developed in isolation. In Gurugram, a developer buys 100 acres or 500 acres from a farmer, develops a township, lays infrastructure inside the township and empties rain water outside the campus. It was a piecemeal approach,” said SC Gaur, chief coordinator and planner with the UP national capital region cell, while explaining how town planning methodologies used for Noida and Gurugram were different.

“In Noida, the authority develops roads, drainage network and other civic infrastructure before allotting the land to a developer,” Gaur said.

Rajvir Singh, former chief town planner, Haryana, who is now a consultant, said urban planning failed on many counts in Gurugram. “Initially, when the development plan for the city was being prepared, it was pointed out that natural drains and dams should not be disturbed. However, real estate development was allowed in a haphazard manner. Also, despite a master plan for the city, most of the features remained on paper and thus the civic infrastructure in the city is still catching up with the urban growth,” said Singh.

Experts pointed out that flooding during monsoon is also because of the difference between the topography of the two cities.

“Noida is surrounded by Yamuna and Hindon and is located on plains, where stormwater drains empties out in the two rivers. Also, the city has a planned drainage system. Gurugram, on the other hand, is a hilly terrain with a poor gradient. Moreover, with natural drains such as Najafgarh and Badshahpur being encroached upon in many places, stormwater floods on the city roads,” said Professor Dr Gauhar Mehmood of the department of civil engineering, Jamia Millia Islamia, Delhi. Mehmood worked with the Gurugram Municipal Corporation and helped set up water conservation structures to conserve rainwater in 2010-11.

Natural drains, which were spread across the Gurugram district and prominent dams, which existed since the British period at Ghata, Wazirabad, Nathupur, Jharsa and Manesar, have vanished due to encroachments. City officials said it is one of the main reasons for the flooding of Golf Course Road and adjacent areas. “The current stormwater drainage system is inadequate to take the load. Exigency plans need to be created and special emphasis should be put on rainwater harvesting and creating small lakes, which can keep roads free of stormwater,” said Prof Sewa Ram from School of Planning and Architecture in Delhi.

VS Kundu, chief executive officer (CEO) of Gurugram Metropolitan Development Authority (GMDA), said deployment of motor pumps is only a relief measure and until the city’s drainage system is augmented, waterlogging will persist.

Avinash Tripathi, officer on special duty, Noida authority, said: “Teams from water department were on standby to address waterlogging complaints. We had also set up water pumping stations. At the Mamura underpass, water-logging did take place but we managed to pump out water from all low-lying areas soon after rain stopped. We were able to perform better also because Noida has well-planned roads, drainage network and the irrigation drain takes rainwater into the Yamuna and Hindon.”

Gurugram also has a plethora of civic agencies: HSVP, HSIIDC, GMDA and MCG. Noida has one.

While the Noida Master plan 2031 defines land use of each sector before it is allotted to builders for housing or for setting up industries, most of the new sectors in Gurugram (from sector 58 to 115) lack roads, water supply, power infrastructure and sewerage system.

KK Rao, Gurugram police commissioner, said waterlogging has been one of the biggest challenges for all government agencies, including the police. “Poor road engineering, improper drainage system and human negligence are the reasons which lead to such situations. The drains are not regularly and properly cleaned, the water pumps are not that effective and the terrain is also not friendly. Regular monitoring and joint efforts by all the agencies can only avert a repeat of Gurujam,” he said.
