Noida,The Most Invested District In The Country

Last 4 years of Rapid Development has catapulted Gautam Budh Nagar as the most investor friendly city in India attracting Rs 64362 Cr of Investment that will finally generate 484922 jobs.

उत्तर प्रदेश के शो विंडो कहे जाने वाले गौतमबुद्धनगर (नोएडा) में बीते साढ़े चार वर्षों में रिकॉर्ड तोड़ 64362 करोड़ रुपये का निवेश आया है। इस निवेश से एक जिले में 4,84,922 लोगों को रोजगार मिल रहा है। अगर देश में भी देखें तो 718 जिलों में से किसी भी एक जिले में बीते साढ़े चार वर्षों के दौरान इतना निवेश नहीं हुआ है। नतीजतन, नोएडा देश में सबसे अधिक औद्योगिक निवेश कराने वाला जिला बन गया है।

आंकड़ें बताते हैं कि प्रदेश सरकार की इंवेस्टर फ्रेंडली नीतियों से प्रभावित होकर ही देश और विदेश के बड़े निवेशकों ने नोएडा में इतना अधिक निवेश किया है। इस जिले में नोएडा औद्योगिक विकास प्राधिकरण, ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण और यमुना एक्सप्रेस-वे औद्योगिक विकास प्राधिकरण जैसे तीन प्राधिकरण काम कर रहे हैं। इन तीनों विकास प्राधिकरणों से देश-विदेश के विभिन्न निवेशकों ने बीते साढ़े वर्षों में 3188 भूखंड लिए हैं।

ये 3188 निवेशक नोएडा में 64,362 करोड़ का निवेश कर अपनी यूनिट लगा रहे हैं। नोएडा में हो रहे इस निवेश से 484922 लोगों को स्थायी रोजगार मिलेगा। औद्योगिक विकास विभाग के अधिकारियों के अनुसार, बीते साढ़े चार वर्षों में नवीन ओखला औद्योगिक विकास प्राधिकरण से औद्योगिक प्लाट लेकर 855 बड़े निवेशक, नोएडा में 20,560 करोड़ रुपये का निवेश कर अपना उद्यम स्थापित कर रहे हैं। इसमें 1,47,703 लोगों को स्थायी रोजगार मिलेगा।

इन समूहों का निवेश
निवेश करने वालों में सैमसंग, पेटीएम, टीसीएस, माइक्रोसॉफ्ट, अडानी ग्रुप, केंट आरओ और हल्दीराम जैसे बड़े निवेशक शामिल हैं। सैमसंग कंपनी ने नोएडा में मोबाइल डिस्प्ले यूनिट लगाई है। पेटीएम ने 302 करोड़ रुपये का निवेश किया है और 15 हजार लोगों को रोजगार मिला है। डाटा प्रोसेसिंग के सेक्टर में अडानी ग्रुप ने भी 2500 करोड़ का निवेश करने के लिए 39,146 एकड़ भूमि ली है। बहुराष्ट्रीय माइक्रोसॉफ्ट कंपनी ने भी आईटी सेक्टर में 1000 करोड़ रुपये का निवेश करने के लिए 60,000 एकड़ भूमि ली है। प्रापर्टी के कारोबार में आईएनजीके कंपनी ने 5500 करोड़ का निवेश करने के लिए 47833 एकड़ भूमि खरीदी है। इसके अलावा वेस्टवे इलेक्ट्रॉनिक्स, डिक्सन टेक्नोलॉजी, वीवोटेक्स प्रोजेक्ट, रोटो पंप्स लिमिटेड, अग्रवाल एसोसिएट्स, नेप्तुने सिस्टम, एडवर्ब टेक्नालॉजी, सुरभि ग्रुप, आइकिया सॉल्युशन, यूं फ्लेक्स लिमिटेड और केंट आरओ ने भी नोएडा में जमीन ली है।

ग्रेटर नोएडा में 391 बड़े निवेशक
इसी प्रकार ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण क्षेत्र में 391 बड़े निवेशकों ने ग्रेटर नोएडा में अपनी फैक्ट्री स्थापित करने के लिए जमीन ली है। ये निवेशक 26,530 करोड़ रुपये का निवेश कर ग्रेटर नोएडा में अपनी फैक्ट्री लगा रहे हैं। यमुना एक्सप्रेस-वे औद्योगिक विकास प्राधिकरण (यीडा)  के क्षेत्र में जेवर एयरपोर्ट सहित अब तक 1942 निवेशकों को उद्यम स्थापित करने के लिए भूमि उपलब्ध कराई गई है। ये 1942 निवेशक 17,272.74 करोड़ रुपये का निवेश कर अपनी फैक्ट्री स्थापित कर रहे हैं। इन निवेशकों के फैक्ट्रियों में 2,65,718 लोगों को रोजगार मिलेगा। यीडा के अधिकारियों के अनुसार, सबसे अधिक रोजगार जेवर एयरपोर्ट, मेडिकल डिवाइस पार्क, फिल्म सिटी, टॉय पार्क और लेदर पार्क में लोगों को मिलेगा। सबसे अधिक नौकरियां जेवर एयरपोर्ट से लोगों को मिलगी।  

नई ऊंचाइयों पर नोएडा
इस निवेश के चलते अब ये जिला अपने 45 साल के सफर में कई ऊंचाइयों को छू रहा है। यहीं नहीं मुख्यमंत्री योगी आदित्यनाथ की पहल पर नोएडा में अब पुलिस कमिश्नरी सिस्टम लागू हो गया है। अधिकारियों के अनुसार, इन्वेस्टर समिट में साइन हुए एमओयू में से करीब 60 प्रतिशत नोएडा जिले के लिए हुए हैं।

JOBS in Film City: नोएडा फिल्म सिटी में मिलेगा 15 हजार से ज्यादा लोगों को रोजगार

नोएडा [देेवेन्द्र सिंह]। यमुना एक्सप्रेसवे विकास प्राधिकरण (यीडा) के सेक्टर-21 में पीपीपी माडल पर बनाई जाने वाली फिल्म सिटी की डिटेल प्रोजेक्ट रिपोर्ट (डीपीआर) पर शासन ने मुहर लगा दी है। अब डीपीआर बनाने वाली कंपनी बिड डाक्यूमेंट तैयार करेगी। इसके बाद ग्लोबल टेंडर जारी किया जाएगा। अगले वर्ष के शुरुआती महीने में फिल्म सिटी के निर्माण का कार्य शुरू हो जाएगा। तीन चरणों में विकसित की जाने वाली इस फिल्म सिटी के फर्स्ट फेज में फिल्म स्टूडियो, खुला एरिया, एम्यूजमेंट पार्क, विला आदि तैयार किए जाएंगे। यमुना सिटी में 6 हजार करोड़ रुपये की लागत से एक हजार एकड़ में ये फिल्म सिटी तैयार होगी। इस फिल्म सिटी में करीब 15 हजार लोगों को रोजगार मिलेगा।

फिल्म सिटी के लिए यीडा के सेक्टर-21 में एक हजार एकड़ भूमि फिल्म सिटी के लिए चिन्हित की गई। यूपी की इस पहली फिल्म सिटी में विश्वस्तरीय आधुनिक तकनीकों को शामिल किया जाना है। इस फिल्म सिटी का एक बड़ा हिस्सा डिजिटल टेक्नोलॉजी से जुड़ा होगा। यीडा के सेक्टर-21 में बनायी जाने वाली इस फिल्म सिटी को इन्फोटेनमेंट सिटी कहा जाएगा। राज्य की इस पहली फिल्म सिटी में सीरियल व फिल्मों की शूटिंग के विशेष स्टूडियो, एनिमेशन, वेब सीरीज, कार्टून फिल्म, डॉक्यूमेंट्री, डिजिटल मीडिया आदि के लिए सभी जरूरी सुविधाएं दी जाएंगी।

Noida aviation hub to get bigger by 1000 hectare

The civil aviation hub at Jewar, which includes the upcoming Noida International Airport on 5,000 hectares along Yamuna Expressway, is set to get bigger as the Yamuna expressway industrial development authority (Yeida) has decided to add another 1,000 hectares to the project by merging three proposed industrial sectors with the airport plan.

The airport is billed to be the largest in India, and will be the National Capital Region’s third, after the Indira Gandhi International Airport (IGIA) and the civilian terminal at Ghaziabad’s Hindon airport. In December 2020, the Uttar Pradesh government approved the design of the airport at Jewar.

“Earlier, we planned the aviation hub on 5,000 hectares. But now, due to demand for more industrial land and other requirements, we have decided to merge three industrial cities planned in sectors 8, 30 and 31 with this project. These three sectors were planned on around 1,000 hectares. Therefore, now the aviation hub, which includes the Noida international airport, will be developed on 6,000 hectares. We are revising the master plan of the civil aviation hub accordingly,” said Arun Vir Singh, chief executive officer of Yeida and NIAL, the nodal agency of the UP government to monitor the airport project.

The three sectors were among four proposed industrial cities to be built along the periphery of the Noida international airport. Officials said the fourth city, Sector 7, will now be built as a separate project.

“It was merged with the aviation hub as we realised MRO (maintenance, repair and overhaul) of aircrafts has a huge potential to create millions of jobs in this region for skilled workforce,” said Singh.

MRO units ensure service worthiness of an aircraft with facilities for inspection and maintenance. The upcoming MRO facility at Jewar will be the first of its kind in Uttar Pradesh, officials said.

Yeida and NIAL have already handed over 1,334 hectares of the total 6,000 hectares to Yamuna International airport private Limited — a special purpose vehicle set up to undertake the airport project — which has begun constructing boundary walls and levelling the land. The airport project is expected to be completed by 2024 and will entail an investment of around ₹20,000 crore.

Further, the authorities also plan to develop a smart city — modelled on European cities — on 1,400 hectares of land near the airport.

“In the European model, we have commercial spaces on the ground and residential condominiums above it. The smart city near the airport will be a one of its kind urban development with all world-class facilities, zero waste discharge into soil, and best commuting options,” said Singh.

‘Economy boost’

Singh said the airport project will boost the local economy, creating jobs for residents and business opportunities for investors.

“The local economy will witness a seven-fold jump as huge investment is being made by foreign and domestic investors after the airport project picked up pace at Jewar. We have received around ₹15,000 crore in the last three years. This region (along Yamuna Expressway) will generate around 500,000 jobs in the next three years,” said Singh.

He further said that several new projects, including warehouses, entertainment zones, amusement parks, apparel parks, logistics hub and film city, will come up once the airport becomes operational in 2024.

“The airport will create rental incomes for farmers and other stakeholders because MNCs and industrialists are on way to set up their businesses. The airport at Jewar will fuel growth just like the IGI airport did for south Delhi and Gurugram,” said Singh.

Hurdles along the way

Land acquisition for the project was a challenge initially as farmers refused to part with their land and demanded compensation four times the existing circle rate. Officials said that with negotiations running into a stalemate, Jewar MLA Dhirendra Singh held multiple meetings with farmers to push for acquisition.

The MLA said, “We are also requesting the government to set up a skill university for creation of jobs for the local youngsters.”

In his comments last month when the state government finalised the airport’s design, Christoph Schnellmann, CEO of the Yamuna International Airport Pvt Limited, said, “We are committed to developing the aviation ecosystem in India, with an investment of ₹5,700cr for phase I of the airport development. The Noida International Airport will hold strategic importance and will be an economic engine for growth in Uttar Pradesh and India.”

In November 2019, Zurich Airport International AG (ZAIA) won the contract to build and operate the airport in Greater Noida for a period of 40 years, which includes the phase one construction period of four years.

Last year, a consortium of Nordic Office of Architecture, Grimshaw, Haptic and consultants STUP were selected to design the airport. The new passenger terminal is aimed to be ‘India’s greenest airport’ reaching the goal of carbon-net-zero targets as well as efficient and enhanced passenger flows and digital services.

Officials have said that Jewar, situated along the Yamuna Expressway, will be connected to the Eastern Peripheral Expressway, the Delhi-Mumbai Expressway and also have a Metro link to Greater Noida besides the ambitious high-speed Delhi-Varanasi bullet train with a station at the Noida airport.

Metro corridor to link Capital, Jewar airport

This proposed Metro corridor is expected to start in Delhi from the Shivaji Stadium Metro station on the DMRC’s airport express line. It is likely to pass through Greater Noida’s Pari Chowk to reach the airport in Jewar.

The Yamuna Expressway Industrial Development Authority (Yeida) on Thursday signed a memorandum of understanding with the Delhi Metro Rail Corporation (DMRC) to prepare a feasibility report of a Metro corridor to provide direct connectivity between Delhi’s Indira Gandhi International Airport and the upcoming Noida International Airport at Jewar, officials aware of the matter said.

This proposed Metro corridor is expected to start in Delhi from the Shivaji Stadium Metro station on the DMRC’s airport express line. It is likely to pass through Greater Noida’s Pari Chowk to reach the airport in Jewar.

Yeida has roped in DMRC to work on this project in two phases, the officials said. The memorandum of understanding was signed at Yeida’s Sector Omega-2 office in the presence of authority’s chief executive officer Arun Vir Singh and DMRC’s business development officer Pramit Garg.

“We have asked DMRC to first prepare a detailed project report of the 35.64km Metro project from Greater Noida’s Pari Chowk to Jewar, where Noida international airport is being developed. DMRC has also been tasked to prepare a feasibility report for a Metro link between Pari Chowk in Greater Noida and Delhi’s Shivaji Stadium. This corridor will provide smooth connectivity between Delhi’s IGI airport via airport Metro’s airport express line,” said Arun Vir Singh CEO of the Yeida after signing the MoU.

Yeida has asked DMRC to prepare the project report and the feasibility report in the next nine months.

“The work on the 35.64km Metro project will begin after nine months. And after the feasibility report of the second phase between Greater Noida and Delhi, this link will also witness further progress,” said Singh.

The Yamuna International airport Private Limited has already started construction work at the airport project that is expected to be ready by 2024. Yeida officials said they were aiming to ensure that the Metro link and the airport should be ready at the same time. They said the financial modalities will be finalised once the project report is ready.

“We want to provide multi-model connectivity from Noida airport to rest of Delhi-NCR so that the passengers can travel comfortably. The Metro project will prove crucial for the new airport as it will immensely benefit the commuters,” said Singh.

The airport is billed to be the largest in India, and will be the NCR’s third, after the IGI airport and the civilian terminal at Ghaziabad’s Hindon airport. In December 2020, the Uttar Pradesh government approved the design of the airport at Jewar. The new international airport is expected to share the increasing passenger load at the Delhi airport.

Arun Vir Singh, the CEO of Noida International Airport Limited — the special purpose vehicle of the UP government — said more than 90% of the families affected by the project had started constructing their houses in the rehabilitation township of Jewar Bangar. “Of the 3,003 plots that have been allocated to villagers in Jewar Bangar, construction work has started on about 2,730 of them. Some families have already started staying in their new homes,” he added.

20.1.2 Issue of occupancy certificate regarding Multi Storey Buildings– Without prejudice to the provision of regulation 20.1.1, In case of multi storey building the work shall also be subjected to the inspection of the Chief Fire Officer, Uttar Pradesh Fire Service and the occupancy certificate shall be issued by the Chief Executive Officer only after the clearance from the Chief Fire Officer regarding the completion of work from the fire protection point of view. Other certificates such as fees, structural safety, water harvesting, etc also have to be submitted alongwith the completion drawings

(17) Provision of following item in building shall be mandatory for issue of

completion certificate–

(i) Flooring;/ i.e hard surface and completely finished floors for common areas

or/and public use areas.

(ii) Electrical wiring;

(iii) Plumbing work to be complete.

(iv) Parking and landscaping as per Table no. 5 and Table no. 6 respectively or

as per directions issued from time to time whichever is higher;

(v) Number plate and illumination board as per direction amended or direction

issued from time-to-time;

(vi) Internal and external finishing (Plastering may not be mandatory);

(vii) Boundary wall and gates shall be mandatory;

(viii) Buildings shall be lockable i.e. all external doors and windows shall be

provided. In case grill is provided in the windows the fixing of glass in the

windows pane shall not be mandatory;

(ix) No violation should be there in the overall building or site at the time of

issue of occupancy certificate;

(x) Any other special provision as mentioned in the lease deed;

(xi) In case of completion of whole project, all temporary structures to be

removed. In case if any special clause is mentioned in the lease deed or

Memorandum of Understanding then the requirement mentioned in the

same shall be applicable.

(x) Copy of receipt of payment of Water, Sewer connection charges, Metre charges if not

submitted at the time of plan approval, and any other charges as may be required by

the Authority.

(xi) Compact Disc of the building plan submitted.

(xii) Any other document as may be required from time to time.

(xiii) NOC for Environment from Environment Department if applicable.

(xiv) Affidavit regarding rain water harvesting.

(xv) Photographs of the building/ site and all documents to be self attested by the

applicant.
